Aside from the fact that you'd be backing up a live system and would
need to run an fsck immediately on the newly mirrored drive, you can
always do a "cp /dev/hda /dev/hdc".

This copies a complete image (all partitions, boot loader, swap, and
all) from the primary drive on the first IDE controller to the primary
drive on the secondary IDE controller.  Just make sure that /dev/hdc is
equal or larger than the primary hard drive.

This also works if you boot from Knoppix, which allows you to do the
complete image without the live system.
