After a day of testing I found something
In the General Settings of FreePBX
Voicemail Number of seconds to ring phones before sending callers to
voicemail: 30

if the Number of seconds is set to 30 then I get this problem of the default
voicemail box Greeting and no message gets recored

However if I set it to 15 secs or less everything works perfectly.

What is going on here? why does this have such a major effect?
