I often get calls from Germany and Russia (on POTS) to my Cogeco home phone in Ontario and I see their callerID starting with country code and full, non 10 digit number, displayed properly. I somehow doubt that telemarketers originating in NA are calling through anything that alters their callerID to all 0s.
