As long as the number that your spoof is a number that belongs to you (and if someone calls it they can reach you) you're in the green.

I think you could dial your 999+your number + hook flash + hangup. You would get a return call within seconds, with this CID. I spoof my own CID on my voip circuit to that of my POTS line though. I figure this is fair and legal.
