That's true. What you would need is a tftp server on the data side that would provide just the aastra.cfg with the proper vlan configuration and devide a way to have the phone reboot after it has fetched this new configuration. This could be done by having a different firmware version on the data vlan tftp server that on the voice tftp server vlan.

  So when you power up a new/unconfigured phone it will:

        1. Get the aastra.cfg from the data vlan tftp
        2. Get the (older) firmware from the data vlan tftp
        3. Reboot at this point it should have the voice vlan config
        4. Get the aastra.cfg and mac.cfg from the voice vlan tftp
        5. Get the (new) firmware from the voice vlan tftp
        6. Reboot and should now be functional

I have not tried that (don't have a managed switch lying around...) but I believe it could work...

 Yes I have seen that with Linksys switches. If the power fluctuates
(on-off-on-off) at some point in the reboot process it might cause that.
This is why I now install mDNS and DHCP so that the phone self configures
using the tftp configuration.
