NDEV is defined in default.conf.  This file is not part of the upgrade 
images.  I can't imagine that you're installing the new 'img' files and 
blowing away your configuration on updates.

Philip is the best one to ask about nondev.  In my opinion, if we're 
going to have this disabled by default, we shouldn't need to pass nondev 
to anything.  It should just be the default build behavior.  That's 
something we should discuss on the devel list.

As it stands, simply change the default.conf file in your 'os' directory 
to comment out NDEV and you'll be fine as that file is not touched by 
upgrades.
