I think IRReceiverUpdaterTool2 is failing. Here's a summary of my troubleshooting:
This is always the risk when manually doing just the dmg update and skipping the rest of the firmware updates.
You need to find the update that contains the same version as your original os.dmg. Revert back to that, then let the atv update itself to the current version. Then you can play games with the atv os version. I do NOT recommend messing with os.dmg in recovery not matter how tempting. This is the only way to get back to a working atv os and you want this to always work.
Also to further mess with things, AppleTVs that came factory installed to 2.x cannot run 1.x versions. The wifi card changed and that will trip a bug in 1.x atvos and you will panic.
