I guess, the buffer, is really small to makeup for time needed to
(re)read the data properly. There  could also be a problem in the
algorithm for buffering. I understand, that inspite of having a buffer,
the Dodson DAC is not immune to source jitter. But the Lavry DAC is
supposedly immune. The Big Ben Digital Lens jitter reduction device has
500KB buffer. Even though it reduces the jitter, still, difference
sources (with varying jitter), are still distinguishable, according to
a Stereophile review.
So for all practical purposes, the 'small buffer' in the CD players
might as well be non-existent. 
(The new Rega CD player is supposed to analyse the CD once, and
'adjust' playback. So customers are advised to be patient, Maybe it is
just reading data into a big buffer).
