Remember that a 24-bit sample has the same maximum loudness as a 16-bit
sample. Dynamic range is added at the "bottom" of the loudness scale.
That's why the extra 8 bits of dynamic range are added on as least
significant bits. They are all zero because the quietest possible 16
bit signal would be expressed as 0000000000000000100000000 in 24 bits.
The quietest possible 24-bit signal (000000000000000000000001) is way
quieter.
