Well, I've not heard the CM9 yet. When I do (soonish) I'll let you know my impressions.
Good question about the actives. Here budget comes into it. The ones I've heard cost several times what you're proposing. I like ATC so, assuming your budget is roughly (!) the cost of the gear you listed, I would audition SCM16a with one of the smaller ATC subs. If you're based in the US you may also be able to find a used Linkwitz Orion++ more readily and cheaply than in the UK. Good to hear that you will listen to everything else at least before buying. Maybe someone else can chip in with other suggestions for actives in the appropriate price range? I'm pretty curious myself about what people rate.
