I agree that the L2 Independent Ops criteria need to be addressed
so that they're competency based instead of hours based; But even
with those faulty criteria, the rating still exists. It's hardly the
GFA's fault if hardly anyone avails themselves of it, is it?
This stuff is in a state of flux at the moment anyway. The entire
independent ops framework is being reworked, and I'm confident that
this stuff will be taken into account in the result.
Presently I feel that we're one OD away from doing away with operations
with duty instructors altogether, which would be a great move IMHO.
At the moment, with independent ops available for C cert holders and
L1 instructors able to take charge of a two seater and perform training
without the presence of an L2 instructor, the only things we need duty
instructors for are performing annual checks, sending trainees on their
first solo, and supervising solo flight for pilots who haven't yet earned
a C cert.
All we need now is an OD which says that duty instructors are only
responsible for the training operation, instead of all operations, and
that'll give us a system which is, IMHO, an acceptable amalgam of the
GFA way of doing things and the GA way of doing things -- Whereby a
club based duty instructor supervises club members and club physical
assets in use during a training operation, and where pilots who qualify
for Ind Ops after their C cert take full legal and operational responsibility
for their own actions regardless of whether or not there happens to be
a level 2 instructor on the field.
Can't happen soon enough if you ask me. Our system is just missing
that one piece of paper...!
