Before BBL, the excess was $500.

BBL was really designed to cover the following situations:
* GFA officers acting in their GFA (as opposed to club) capacity
* Airworthiness Officers doing work on private aircraft (they were usually
not covered by club insurance)
* Somebody being caught if the club did not have insurance

Unfortunately, in fixing some problems, others were created e.g. the need to
make passengers temporary GFA members.
