Oddly the Chinese seem to know this better than some of us do… one city I visited had banned IC powered two wheelers and everywhere we went, our lives were endangered by silent electric powered versions whizzing by. Technocrats frequently have a problem with imagination. They can imagine technology of breathtaking scope and complexity but don't quite have the mental capacity to solve the all the problems. The space shuttle was possibly the most complex machine created by humans and only two crashed. But crash they did. Save me from nuclear power!
