This is by design!

The QS serves two purposes now (this is all explained in the issue I and Marko reference):

1) Load OOo faster. This works well in 1.1.x. I would imagine it will work well in 2.0, other posts I have read said not to judge 2.0 speed on the snapshots, so we shall see.

2) It forces the user to register/input personal data the first time they run OOo. This is what blows my mind. OOo automatically installs a component into the system tray that suck RAM and there is no way to say NO during install. This is SO CLEARLY in violation of the so called MS guidelines they are trying to follow.

Sorry to be a broken record and for posting all now, I was out of town, but this is just so obviously absurd to me that I don't know how else to express myself.

In my humble opinion, I think this makes it less useful, but it does
start OOo faster since soffice.exe is already running which is probably
the most important feature.  I would prefer the older functionality
