OOo and the ECDL is an interesting topic - one I've given some thought to but haven't got as far as you.
Your biggest problem is the test sites. There are thousands of places you can go to take the ECDL tests with MS Office. I'm not aware of any for OOo in the UK (I heard there might be a few in Spain or Italy). There's no point at all producing OOo training materials if there's no-where for people to take to the test.
The Irish guys seem to be the main people doing something in the area, so it's good you're already speaking to them.

The ECDL for those who don't know about it is the rather oddly named "European Computer Driving License" http://www.ecdl.com it is an educational qualification which basically covers general end user use of a computer including operating system web email and office suite. The qualification is available outside of Europe too, it then just gets called the International Computer Driving Licence, but other than that it is identical.
I was starting from scratch based just on the syllabus, but as I intended to release the documentation under an open license it seems silly to duplicate work with the existing documentation. I am now looking to use the existing documentation as a base, and map it to the structure of the ECDL syllabus filling in any gaps (there will be some because of the way the ECDL syllabus is written). I have been speaking to the BCS (British Computer Society) who administer the ECDL in the UK and also the ECDL foundation in Dublin. They have written ECDL exam material for OOo, but it seems nobody has yet used it. The guys I spoke to seem quite keen to support companies in providing ECDL training and certification for OpenOffice.org.
I am happy to get stuck in and put a lot of effort into this.
