It looks like CollabNet people are either incompetent or not interested
in solving the technical problem, have a look at the relevant issue:

- there is no concrete plan for solving the problem;
- there is no estimated date for solving the problem
- there are few and irrelevant responses from support people;
- there are no regullar updates about the servers status.
Any entity having to pay for such low quality services would have
dropped the supplier a long time a go.
