It would help if you specified which OOo versions are causing those
malfunctions...
I may be misremembering, but I think that's been the case in all
versions of OOo up to and including 2.3.1; I haven't tested 2.4 or 3.0
yet. What happens is that no matter what condition I set, a
conditional hidden paragraph is always hidden... even when the
condition indicates it should be shown.
Other conditional content (conditional text, hidden text, and hidden
sections) works for me, but hidden paragraphs don't.

I really have not used conditional text with OOo much, but occasionally
use it with FrameMaker, which does not seem to fail me. My largest
complaint about FrameMaker is its rather brief documentation. However,
if one follows the various forums and third-party sources, those Adobe
documentation shortcomings can be filled. I think that Adobe planned to
deep-six FrameMaker until they realized that InDesign couldn't do all
the heavy lifting that FrameMaker did. And only then did upgrade it
after sending it to Asia and "sitting on it" for years.
But as I stated before, my major problems with Writer have mostly to do
with erratic picture behavior (losing lots of graphical content) and its
having to frequently having to save itself every few minutes (if it even
gets that far without saving).
