You can cheat, you know: copy an existing frame (already anchored as character) and replace its contents with the new picture and caption. Hardly an ideal solution, but it does remove the requirement to go back later and re-anchor things.
For example, no matter how many times I set up the OOoFigure paragraph style to be centrally aligned in the template, my documents still have the figures left aligned even if I instruct OOo to apply the styles in the template.
I haven't seen this behaviour with M21. I'll look at some of the files you recently uploaded and see if they behave themselves for me, or if I can spot anything different about them.
