No, it's definitely not fixed in m24. In fact, I contributed comments
to that issue based on my experience with m24.
The issue does say that the bug has been fixed, but as far as I know
the fix did not get into m25. I believe it's supposed to be coming in
m26 or m27, but I can't find a note about it (so I may be thinking of
the fix to some other bug that we reported).
