I believe that was the default Word 2003 practice. That's one reason
that Word 2007 has a ton of Word options, including reverting Word 2007
to the former Word 2003 defaults.
Also be advised that the interparagraph (vertical) spacing is the larger
of the two (the larger of bottom #1 or top #2), unless I'm mistaken.
IOW, it's not the sum of the two (bottom #1 + top #2).
And do not put two spaces at the end of sentences, either. [I'm amazed
at how many still do that from the old typewriter days. That wreaks
havoc with algorithms for typesetting, in general.]
