Do you have Flash Professional on your computer?  Use its "Download
Simulation" tool where you can simulate downloading your SWF at
different speeds.  Just set it for 56K and you should be able to see
whether or not your preloader is working.  That's what I did when I
couldn't get the copious amount of AS3 only tutorials I tried to
work.
