A lot depends where your person was naturalized. At that time (1937) they
were done in State Courts which would mean the records are at the State
level. After WW II Naturalization was done in US District Courts.

The example I can give is that my Grandfather was naturalize in the Superior
Court of Bristol County (MA) in 1944 and as such I was able to get a copy of
the Petition in the State Archives in Boston. My grandfather's sister was
naturalized in 1960 in the Federal Court in Boston and as such her petition
was in the National Archives in Waltham, MA. So before you send any requests
off you need to look and see where the naturalization took place.

The Declaration of Intent and the Petition for Citizenship are two different
forms. Both provide about the same information.

I recently came across a certificate of citizenship, issued 22 July 1937. I
would like to get a copy of the petition for citizenship. Is this the same
as declaration of  intent of citizenship?
I am assuming the petition will have alot of useful genealogy data. I have a
copy of instructions for form g-1041 and g-1041-a. I believe the uscis file
number will be the certificate of citizenship record number. 
Do I need to do the index search first?
