I went through a similar situation ... find every document in the US first ... Wedding, Baptism, birth ... everything for Frank.
It also appears that his parents might have come to the US before he was born ... search Census records for the area in the 18 and 1900's. Also, search for draft cards. Sometimes they'll list an island. If you find ship manifests, they might have details about what location they disembarked. If so, you might be able to find a passport in the CCA. Good luck!
