Define email interface?  There is a plugin that you can use to have Trac 
pickup new tickets from a mailbox, and it does email out ticket updates 
and other information if you want.  I think this is the one I was using 
a while back:

I've used Trac a bunch, and I think it's ideal for managing development 
as well, due to the SVN itegration, and being able to link tickets to 
commits, and links into Wiki.. I don't know how well the milestones 
work, but they could be helpful too.
