Dear Gilberto,

I think if the Pope had had the fortitude to condemn anti-semitism and
fascism before and during WWII, he might well have had an effect.

But we aren't just talking about having an effect but having a strong decisive absolute effect. Tim seemed to be basically arguing that Bahais would never persecute Muslims because of the UHJ. And what we can see from Catholicism is that even when there is a clear institution with a clear "chain of command" the members aren't necessarily going to obey. The Catholic Church has had the fortitude to make some clear statements on issues like the Iraq war, birth control, pre-marital sex, abortion, and other issues. And of course it is going to have some "effect". But there are also plenty of self-identified Catholics who will do whatever they please regardless of what the Church says.

And by the same token, the mere existence of the UHJ (in my opinion as a non-Bahai) is not going to absolutely guarantee that Bahais won't commit abuses.

Peace

Gilberto
