The Baha'i Studies Listserv Dear Bill, It is a long complicated story. The NSA was not dissolved until the government officially declared the body illegal, something which did not happen until the members of two successive NSAs had been killed. We did it in obedience to the government. Soon afterwards the persecution and execution of Baha'is became less frequent. Eventually the government itself found it needed there to be some body with which it could communicate with the Baha'i community. It was therefore at their behest that certain Baha'is were appointed as "Yaran" to administer the affairs of the community. Now the government is saying that body is illegal.
The problem here is that there is no 'single' Iranian government. There are various wings of the government which are often at odds with one another.
