There is no doubt that Shoghi Effendi checked the letters on his behalf. At the end, and in the comments section, there's a discussion of this letter on behalf of Shoghi Effendi. There's not much consistency in the Bahai community about how to treat letters written on behalf of Shoghi Effendi. On some hot-button issues, some Bahais treat them as over-ruling anything else. On things that don't hit the buttons, we tend to take them with a grain of salt.
