Yes, our efforts last month to repair the military organization were
not fruitful. General Tishton will no doubt claim that his luck this month
was a matter of skill. It might even be so. But his skills would have
been better used, as would several other people, if he had done as we
asked. Such is the nature of military bureacracy.
I hope our third month in the field strengthens the overall French
position. I appreciate your help in shifting my command.
