The *perms files are historically not used on Debian based distros.
I'm not even sure they are used on RPM based distros, but it was submitted
with the original rules file patch and I've left it in.

If you remove all barry packages from your system, is libbarry*.so still
installed under /usr/local/lib?  Nothing should be installed in /usr/local
from the binary packages.
