In Karmic, there doesn't appear to be a plugdev group.  The version of 
hal I have is:

0.5.13-0ubuntu1

I don't know if Martin's PPA includes anything from F11 in the Ubuntu 
packages, but there is a blackberry-acl.fdi file here

/usr/share/hal/fdi/policy/10osvendor/19-blackberry-acl.fdi
