This was where I was going wrong, I thought pref's changed the 
Windows/Palettes/Web Safe Colors menu item. In fact they change the "Edit 
Tag" but this fortuitously suits me very well because I'm very much one for 
contextual menus.

The ACP in OS X is a very good thing indeed imho. You can create collections 
of your own for example.
