I have done something that is causing a file saved with an html
extension to be a text file rather than an html file.

That is to say, foo.html is a text file even though it has an html extension.

HTML files -are- text files, but in this case I'm curious what indicators motivated your question...

Yes, of course, HTML files are text files. Nevertheless, it should carry the icon of my default browser when saved. Instead it is being saved as a BBEdit icon text file. How can I correct this?

You could explore the Get Info of your document, and remind the system what app should be the default, then apply to all documents of this type.

This isn't a BBEdit thing -- it's an OS thing.
