You can't block a user from setting up a BIS account. You can block incoming and outgoing BIS messages... but you can't actually prevent the setup of a BIS account.

You can block it with the IT Policy in a couple of places. Sound like you have the first part done so they can't setup personal email. Now for the ones that are already setup. In the IT policy, there is a firewall section. You can block individual services in there.
