This means that you are trying to activate a device that has a "foreign" IT policy on it. Please remove old IT policy and try activation again.

Other accounts activate fine. This account was activated on this BES server before. Before setting the new activation code I saw that the account was listed twice in the BES web interface. I deleted both. And, after 10 minutes, added the account once again. I've also rebooted the BES server. I can't think of anything else that might be causing this issue. Any help appreciated.
