Building on Adrian's question, I'd be interested to learn more about why
the WG considers 1 implementation as a reasonable threshold. I.e. as
opposed to something like 2 or more, demonstrated interop/compliance, or
something along those lines.

Personally, I think the implementation requirement is a good idea in
principle. But the threshold doesn't seem to be adequate if the goal is an
interoperable specification. A document with only 1 implementation is more
akin to technical documentation rather than an interoperable specification.
But maybe there is a rationale that I'm failing to consider..?
