If I'm remembering right, the original motivation for the development of
a plug-in manager was to address the fact that 3rd party plug-ins are a
major source of instability in the current release branch.  Correct?

So, I suppose that, since 5.x and 6.x plug-ins don't work with version
7, then a lot of that problem "just goes away" since users can't
install bad old plug-ins that haven't been rewritten for version 7.

Also, not making it easier for users to add 3rd party plug-ins will
probably forestall the destabilizing of a lot of newby systems too.

If that reasoning is correct, then I can see your point that this
should be lower priority.
