In 20+ years of working in commercial software, beta has typically
meant feature complete. Alpha means key functions exist yet some
features are broken/incomplete or missing.

Both the 7.4 server and the Controller firmware have features missing
or broken. They are clearly being fixed - but it's not quite beta yet
(if you agree with the stipulation of feature complete for beta).

Beta != 'has bugs.' ALL software of non-trivial complexity has
non-trivial bugs. Even shipping software!

I remember 'beta' testing some software years ago. The external beta
group found that there were so many key features missing or broken that
it did not meet our expectations for a beta, and was not worth it to
spend more time stumbling over gaping holes in the product than actually
finding bugs. The company pulled the beta until they could provide a
nominally stable and feature complete beta.
