I want to add a further reason why requiring an Internet connection during setup is a very bad idea.
Imagine someone buys the product, takes it home and through bad luck their broadband service fails before they get setup. In the UK at least it can take days or weeks to resolve problems with people's broadband connections (especially if everyone in the household works and therefore they find it hard to be around when the telecoms engineers are on shift). They are going to be unable to complete the setup and use the product for potentially weeks because of this. And this isn't just hypothetical, I've had broadband faults that took a couple of weeks to resolve on three of the DSL lines I deal with for myself and relatives.
