Note that this is not entirely dissimilar to the Logitech Harmony device setup requirements. The Harmony web app is the only way to get a device configured and while there may be a few outliers, most people have accepted this as a requirement given the device architecture.
In this case, however, we're talking about a very different device architecture and the utility of activating a device over the internet is of questionable value to me.
