How would you tag a VA album that is a tribute?

Ie, "I'm Your Fan" (see earlier link to MB entry), or "The Last Waltz"
by The Band (should be AA: The Band, with individual tracks set to
track artist), "The 30th Anniversary Celebration" Dylan tribute
concert....

Again, I use AA as "where this would be in a record store".  In the
case of a single-artist tribute, yes, it is probably correct to put it
in the 'bin' of the single artist.  In the case of a VA album, however,
it would be filed in the bin of the tributee.

The question was regarding compilations not single artists.
