That would seem a good idea but I've found that on Windows 7/64 at least
the Control Panel "Clean cache folder" option deletes the entire cache
folder.

Thanks for confirming my experience.

Last night's nightly (7.9.0-1408026452) behaves the same so I will raise
a bug report.
