Although it's not really like Puerto Rico at all, Lord of the Rings,
the coop game, would probably be a closer fit to that type of game
than War of the Ring, which is very long and very large and a much
more complex game than any of the ones you've mentioned (though I
really hope to play War of the Ring sometime soon, as it looks great
for what it is).  Also, War of the Ring is essentially a 2 player
game, although it can be played with 4 in teams.  Lord of the Rings,
the coop game, can be played with 2-5 players, and also plays very
well solo (you control 2 or more of the hobbits yourself).  You can
