I'm sorry, but obviously they aren't doing "everything they can" to keep the production environment up and stable. They are making changes for what they think are good and sufficient reasons, and those changes may add value (at least for some users) in the long run. But there is a direct conflict between development and stability, if they had a slower pace of development of new features and changes then they could certainly keep the site more stable and reliable.
