I agree that it is not clear from the article whether the bike lane will be
eliminated completely or just allow right turns.  Where I am from in Oregon,
we will often have right turns crossing bike lanes and HOV lanes.  Usually
this situation is accompanied by signage for cars indicating that bikes and
transit have the right of way.  Also, there is usually some dashed lane
striping that identifies at what point the vehicle traffic can cross over.
Obviously, it is not ideal, but at least the majority of the lane would
remain restricted.
