I think it's a societal change more than a public education one.  Kids
are just much more car-dependent these days, not usually through their
own doing.  Some parents have the sense that it's not safe to let their
kids walk to school, both from "bad guys" and from traffic.  And as more
cars crowd in on the schools to provide "safety" for kids, the more kids
get run over by other parents, usually those pulling away after dropping
their own kids off.

I know the elementary school buses are free--in the case of
Lapham/Marquette, kids who lived on the other side of East Wash from
their school got bussed.  I know there were some middle school kids who
got bused to Marquette Middle; I don't know if they had to pay for it or
not.  There are also buses that leave from the high school and run
specific routes; kids (or their parents) have to pay for these.

You forgot to mention that it was all uphill...

Both directions...

I guess my more general question is, how has this happened? I either
rode a school bus, walked or biked to school (okay, I went by X-C ski
once). Anyone who was too far to walk could ride a school bus. And this
was less than 25 years ago. Elementary schools were never more then six
or eight blocks away. Junior High schools were never more than a mile
away. So it was never really an issue until high school.

Has that much changed? Are students further from their schools
geographically now? Are school busses no longer funded? I've been out of
touch with what's going on wrt public education I honestly don't know.
