A couple of quick points: 1) I am working with Parking Utility on a plan to replace existing bike racks in parking ramps with new racks in the exisitng locations. While the specific rack has not yet been selected, the will have better spacing and will accommodate U-locks.
2) Traffic Engineering does not maintain any bike racks. The racks on State Street and the Capitol Concourse are maintained by the Mall Maintenance crews, which are a part of the Parks Division. When bicycle lockers existed downtown, these were maintained by the Parking Utility, not Traffic Engineering.
