That is under the control of the University, not the City. The area that seems most in need of parking right now is the two blocks at the bottom of State (but up from Library Mall). I have had several meetings there recently and had trouble finding a spot both times. Of course, there are no decent racks on the University Bookstore side of Library Mall either.
