If there is no plate, I guess it would be tough to issue a ticket. However, it
seems illogical that there is no indication of how long a vehicle has been
running around unlicensed. Perhaps the vehicle could be immobilized (another
lock through the wheel?) until proof has been provided that a license is in the
works. There should also be some sort of VIN # that would be traceable. Is it
possible to ticket based on that?

I see an awful lot of mopeds without plates at all times of the year. Not only
does it make it tough to ticket them for parking violations, but also for
moving violations. 

Maybe the University could simply not allow unlicensed or questionable vehicles
to be parked in bike racks - since they have no proof they are legal.
