I think Arthur Ross has some opinions on this--I think it's that it's a
gray area--question of whether the state has the jurisdiction on that sidewalk
or whether city ordinance applies. In general, riding on the interior
sidewalk around the Square would be legal under city ordinance, as there is a
terrace between the sidewalk and the street and no building abuts the
sidewalk.
