Actually, I think I stand corrected vs. my previous post. Under "Citation", the 
"1" 
circle is marked, and 346.24(1) is marked under "Statute" (this is the ped 
crossing 
statute). So apparently he _was_ cited. Got a pass on the lane usage and 
passing on the 
right, though.
